A MOVE to give the Town Hall the power to crack down on abandoned hire bikes that clog up pavements was voted through at the full council meeting.

Bicycle docking will be restricted to designated areas and a penalty will be incurred for leaving them else­where.

For the measure to become a bylaw all London councils must sign up to it by December.
