Flats scheme is blocked

PLANS to build three two-bedroom flats and a basement in a narrow alleyway behind Upper Street have been thrown out by planning chiefs.
An appeal was lodged over a proposal to build the homes on the site of a former carpet repair and storage business in St Alban Place.
But at a planning meeting last Tuesday, councillors decided that the site’s location, near the fire exits of restaurants and bars, would not be appropriate. It was also decided that noise from deliveries to commercial premises would disturb residents.
