Is it time for cyclists to be licensed, just like drivers?

• DR GREG Carson called for a “presumed liability” law, where drivers (or their insurers) would automatically be liable in the event of a collision with a cyclist (A change in the law on liability would cut the number of these road incidents, September 8).

I recently saw a cyclist make a left turn, at speed, into Tufnell Park Road from a side street despite oncoming traffic. He then sped through a red light at the junction of Holloway Road and Seven Sisters Road. Suppose he had been hit by a driver proceeding legally at the light – would the driver automatically be liable?

At the same time, cyclists hit by drivers should definitely be able to recover costs, and charges should attach to the driver in the event of injury or death. But isn’t this eventuality already covered by the driver’s insurance?

Especially with the introduction of cycle superhighways, which will encourage cyclists to travel at higher speeds, perhaps the answer is for cyclists to be licensed and insured like drivers, so fault can be similarly assigned based on evidence, as with collisions between motor vehicles.
