Return of Victorian institutions

• I AM concerned that Islington Council is proposing to construct a three-storey block in Windsor Street, Islington, for 14 people with learning disabilities, in direct contravention of the new NHS guidelines.
These guidelines state that housing for people with learning disabilities should accommodate no more than six people living together – anything above this number the NHS considers to be an institution.
So, is the council’s plan to pack in more than twice as many of these vulnerable people into Windsor Street a step back to the Victorian-style institutions of old? Isn’t it time they built decent homes for everybody and took care of the most vulnerable in society?
