Scaffolding goes up, but where are workers?

• I LIVE in Gee Street, Clerkenwell, opposite the County Court. The entire building has been clad in scaffolding for well over a year and during this time I have never seen any work being carried out on it.
Apart from this, the scaffolding often hampers my disabled partner getting in and out of her car and makes it difficult for me to push her along the pavement in a wheelchair.
I assume that this unused and very extensive scaffolding is being paid for by the public purse at a time when our entire court and criminal justice system is chronically underfunded and close to collapse.
I wonder how the Ministry of Justice and the contractor justify this profligate misuse of public funds.
