Why did the hollyhock go?

Hollyhock has been cut down for the second year
• I LOOK after some tree pits, in accordance with Islington Council’s guidelines, and have done for several years.
These tiny patches of ground provide an uplifting sight in an urban environment and are welcomed by the whole street.
However, someone has decided to cut down a beautiful hollyhock in one of the tree pits, just before it flowered.

This was done at night so no witnesses could be found to see the felling of some 6ft high plants and their removal. And this is the second year that this has happened.

I am baffled to understand the mindset of someone who is so warped as to cut down a plant which could give so much joy to all residents and passers-by.
Anyone got any clues?
